You consider it a rip off. RA considers it a deterrent. People would abuse the system if the cancellation fee was not substantial.
Yes RA was to eliminate / discourage cancellations.
The refund issue was created by yo you cancelling your card not RA. How long does it take to get cash back from a credit card company if you really wanted it?
It's only $17.00 does the 8 weeks really matter as long as you get it.
I imagine it cost RA $5.00 to process you $17.00 refund the manual way.
