What a ripoff. I understand charging for a night if you forget to cancel, wait till the last minute or if the site doesn't get rented, but if they rent the space out, $17.75 per site seems high.
I guess I don't see the problem. Perhaps you have not clarified the issue that makes you detest RA so much. Is $17.75 going to make or break you so that it is needed immediately? Are their rules going in and making a reservation not clear on cancellations? Was it their fault you changed the credit card between making a reservaton and a cancellation. How is any of this RA's issue? It is yours! And you blame them???
Who said Reserveamerica got all this money - maybe the state got some or all of it.
Also maybe the state is sending the check not reserveamerica.
Reserveamerica is an agent for the state - why not go complain to the state
