The people I really blame it on are the scalpers who reserve sites for busy events to put on eBay, then cancel the reservations once they get the money or cancel them if nobody buys. This is why RA and CGs have to take a tougher stance when it comes to reservations, perhaps even not allowing refunds on busy weekends whatsoever.
