Ultimately it's a way for states to save money. They do not have to maintain and manage the infrastructure of having a call center with state employees. It allows the states to farm out the entire operations. As you have seen many states have gone this route.
It allows more tax dollars to go directly into managing the parks vs. being siphoned off for non essential things like call centers.
The system effectively maintains the reservation system for many states. Reservations is all RA does. It is more cost effective for states to combine their efforts into one operation vs. each state maintaining their own independent center.
THe rules and cost are clearly stated. Take responsibility for your own actions. You need to cancel no big deal, the RA system charges the cost of going into the system to book and un-book the campsite.
There is no guarantee it will be re-booked! Either way lots of people are affected by your cancellation.
Your card was cancelled? Nothing to do with RA, but now they need to take additional steps to issue you a refund.
Bottom lines is the system and cost are specifically designed to discourage cancellations and it seems as though it works as intended.
I imagine you will either quit using the system or avoid having a cancellation at all cost. "Just what RA wants"
