Yes the new road and bridge is open to all traffic. Commercial etc. Unless you are in a high profile vehicle like an 18 wheeler you aren't going to see much as there is a raised "Jersey Barrier" the whole length of the bridge. If you take the old road down to the visitors center there is a nice parking area and you can walk up to the bridge and go to the other end. The walk way is on the north side of the bridge.
