That kind of thing hints to me that I'm not as welcome there as a resident of Idaho is.
Many states, CT, WA, WI, RI, and MT to just name a few, charge a different rate for non-resident. It's not meant to discourage visitors, but most likely for some state expense. What I don't know. Doesn't bother me. We travel enough that staying in any state park is way cheaper, and often more scenic, than RV parks.
