Rules tighten every year. There was a time you could have a bon fire and no one cared. I would contact the speedway for guidance. I belong to a service group that works security every year and we never know what the new rules are until the morning briefing opening day.
This may not be much help, but I've camped several times in Lot #2 for the Brickyard 400. In that lot it's a single row and we could camp so that we and our friend's RVs were door to door. Back in the 90's we had a campfire in what is now Lot #18 (Across the road from Lot #2), but in recent years there were no fires allowed.
