I can't speak about other States but here in New York State, it's more complicated than what is written. For purposes of when to re-open, the State has been broken down by regions so some regions can open while others can't yet. This makes sense so the entire State doesn't have to remain closed. The region I live in for instance can't open yet but if you refine things further, we have a very low infection rate in our County. Currently there are 6 active cases, but the Buffalo area is still seeing a big problem and since we are in the same region, we are closed. State Parks are closed to camping State wide even for those areas that are opening but open to go spend the day there. You just can't bring your self contained RV and sleep there. Private campgrounds are open as they are deemed essential and provide housing for extended periods of time for some. Because they're private, they set their own rules about what campers can do and what they can't. I spoke to one camper who is a seasonal camper. He and his wife can be at their campsite, they can sit outside but they can't go to their neighbors campsite to visit and they can't have visitors. Not even if they wear masks. Camping to the weekend campers remains closed. I should mention that these rules are for that specific private campground. Others may have different rules.
