You can't generalize here - some do, some don't.
I just went (in the rain, a few months ago) and got my new stickers at Kings Bay - and held them in my hand at the gate - didn't want to scrape off old ones and install new in the rain.
Gate guard took me to cover shed, insisted I install stickers before he'd let me on base. He might have been one jerk of many, some are some not ... but believe me, KB requires stickers.
Matter of fact, KB would not allow my bike on base without a sticker and a MC license, and bike was in a cargo trailer.
