We used to pull a camper and jet-ski down there every summer from Davenport. I'm not sure how many resort type RV parks there are around there as the attraction is the lakes and Land Between The Lakes. We always stayed at the campground at Kentucky Dam State Resort Park. A great place. Has a beach, huge marina where you can rent boats - jet skis, pontoon boats, etc. They also have a fleet of houseboats for rent. But the campground is only a campground.
If you go, make sure to visit Patti's in Grand Rivers and also look up Knoth's BBQ. Stop in Paducah and get groceries.
If you are really looking for somewhere that has more activities for your kids, you might consider heading to Lake of the Ozarks in Missouri.
