Circus Circus is on the strip. Basically a parking lot with hookups We prefer to stay on Boulder highway. We like AZ Charlies but there are several RV parks on or near Boulder highway. Sam's Town seems to be quite popular.
Vegas like all large towns has good and bad areas. Pretty safe in the casinos 24/7. Wandering around by youself after dark outside of casinos or their parking areas probably not a good idea not knowing areas. Casino parking lots and garages are pretty safe. I have always seen lots of security. We've been going to Vegas for years and have never had any problems.
