That could be a guaranteed check-in time. Over many, many years camping almost exclusively in NPS parks, forests, and state parks, if the site is open when we arrive, we can usually occupy it. Occasionally, we'd have to wait, and then we'd just park in the lot and hike or sightsee until we could occupy it.
Some private campgrounds are more picky, then again, some are more accommodating - at least the few times we've stayed in one.
