Loomis is on the other side of Sacramento from Rancho Cordova. To do freeway driving, you'll have to take I-80 west to I-5 south and then Hwy 50 east. That will take you through rush hour traffic jams no matter which direction you go. If you take non-freeway, you'll have to take Sunrise or Watt from 80 to 50 - and those get REAL backed up at rush hour times. It is about 30 minutes minimum from Loomis to Sacramento and another 20 minutes minimum to Rancho Cordova - that's with no traffic.
I'd suggest finding one IN Sacramento - that way you're going against traffic for the most part.
I-80 to Roseville then Sunrise Blvd south to Rancho Cordova....18 miles

No need to go to Sac then back to Rancho Cordova
Besides..RV parks IN Sac are terrrible
