Sunrise Blvd is a PAIN in rush hour - either direction. The overpass over Hwy 50 gets completely congested and frozen at rush hour. It can take 15 minutes just to cross that. Watt Ave can be the same.
I don't disagree about the RV parks in Sacramento, but that 18 miles is going to be a long 18 miles in stop and go traffic.
Another option is the Placerville KOA in Shingle Springs. About 22 miles all freeway (but you will be traveling in the same direction as traffic).
