If that's what their policy provides for. But if not, then why should the business do something else? I hear a lot about "they should do it for the positive PR" - but maybe they've run the numbers and it's not cost effective.
And people lie. People can toss out very good excuses on the phone when in truth they simply changed their minds - why should the business have to take the word of the customer when the customer won't take the printed word of the business' policies?
