3oaks, I think you're being overly critical of the OP's "rant." I believe he had every reason to complain, and he didn't have to accommodate the officers as far as he did. The OP said, "They had me get out of the rig and questioned the hell out of me, took my ID, my bill of sale/title and just relentlessly questioned me for around an hour, while surrounding me in a circle." That's way beyond Constitutional limits as indicated by DownTheAvenue and it appears to be an attempt to intimidate the OP. I don't recall that Homeland Security has any extra-judicial powers in the type of circumstance described. It wasn't a traffic stop since he was parked. Your parked RV is your home and it takes a warrant to do a legal search (and that's why, IMHO, they didn't do a thorough search). The officers could have perhaps gotten a warrant during the hour that you accommodated them, but perhaps a judge would have dismissed their request, you never know.
If it were me I would have acknowledged their presence and told them to come to the closest window, would not have gotten out of the RV, would have maybe shown them my driver's license from inside a window (just to ID myself as a citizen), and would have used my phone to record the interaction. I would perhaps have questioned their statement as to why an RV is considered unusual in a parking lot in the city, but sometimes it's just best to say "I will not answer any questions and am I free to go?" Please don't get me wrong, I fully support law enforcement; I think they have a tough job. But, the description of what happened is exactly what gets people upset and why many citizens are turning against law enforcement. It didn't take 10 officers to get your attention, and I believe they exceeded their authority.
