The People's Republic of New Jersey (where this incident occurred) is one of those jurisdictions. You are required to carry your ID and produce it on demand from a LEO. I (who reside in PA) was once ticketed for not having my driver's license on my person when it was asked for. I took that citation to court and did not prevail.
