Thats because of DBIDS, it mandatory DOD-wide end o the story.
That's a rather broad statement, as I can tell you for a fact, (as I am on them 3 times a week) that Ft Eustis, VA., Ft Story, VA. & Defense Supply Center in Richmond, all require them.
Ft Eustis is a joint base Army/AF, & Ft Story is a joint base Army/Navy.
I would go with the advice of some others & call the base in question, or go to a base that issues them & get one for convenience, I doubt if anyone will take it off if you have one, but you may come to a base that still requires them.
