Sorry to be a spoiler, but the Michigan parks website doesn't say anything about water at the sites. It mentions electrical hookups. Also. If you couldn't tell by the site if they didn't have all what you mentioned, then why stay there? Or why not call and ask? Or even better, ask on here before hand as someone would of been happy to provide you the info. As far as the passport cost, some other states have a similar thing. It's a motorized entry fee.
We are lucky in NC that we do not have such a fee and any fees for camping are the same, no matter what your residency is. We also have a reservation system that allows you to pick the exact site and it not only gives you the site information, but usually has pictures along with it. And our fees are less expensive ($25/water and electric - $22 site fee plus $3 reservation fee). No hookups about $5 cheaper.
