Sorry but I don't know where you got this information that you can assure me of. I worked in Recreation for NPS and USFS and we gladly sold the passes and wished people happy travels.
These passes are part of the Recreation Enhancement Act, which allowed the local park to keep nearly ALL the money they collected for any recreation fees to be used for the recreation program at that park. Prior to that, it all went back to Wash. DC to the general fund to be used for whatever.
As a recreation program manager (now retired) for one of the largest national forests and one of the most visited, I can tell you that we NEVER looked to abolish the REA program, because it enabled us to do so much more for the recreation program than we could before it was passed.
I'm not sure just who you've been talking to.
The agencies support this program, and are glad to have it.
