By that logic, it's the old folks responsibility to pay their own way. Ideally, no one should get a freebie unless there is a reason for it (being able to say, "I'm not dead yet" doesn't qualify).
They need to look at if from a marketing perspective because if people stop going, it won't be long before they cut the funding even more. But treating it from a marketing perspective, dying business targets the past generation. It's harsh but in 10-15yrs, the current crop of senior citizens won't be going to and supporting the parks. Successful business keeps the focus on the next generation. If parents can't afford to take their kids, the kids never develop the love of these parks and long term, it will be hard to keep the funding flowing.
