My observations are as follows.
Most US NPS campsites are rustic with no services.
Almost all US State Parks have at least water and electric.
Canadian National Parks have far more campgrounds with services than their US Counterparts.
The services that state parks provide varies greatly from state to state, or at least region to region. Around here, dry camp sites seem to be the most common, followed by electric only. Water (aside from the occasional shared standpipe along the road) and especially sewer connections are rare in state parks. (By around here, I mean in the northeast generally. More locally in Vermont, the state park system has only sites without hookups for the general public. Most or all of the volunteer sites do have hookups.)
