National Parks and the Lack of Adequate # of Camp Sites

My mom and dad used to host at a USFS campground in mammoth Lakes CA. My understanding from them is one restriction is adding or expanding these existing campgrounds bring a requirement to comply with the Americans with Disabilities Act. This would substantially increase costs.
