We stay at the KOA because it is more dog friendly.
How do you measure that?
They allow dogs to stay in some of their cabins.
They have a fenced in area to run your dogs.
They have a dog bathing area.
They have a large field on the sound side of the road in which dogs can be off leash, swim in the sound, etc. We really enjoy that, since dogs are not suppose to be off leash on the beach.

On edit: We travel with 4 dogs (currently 3 golden retrievers and 1 border line - make that border collie.) Our dogs compete in agility, among other things, and need to stay in shape.
