There are four National Park Service campgrounds on the Outer Banks. The campgrounds have no hook-ups RV sites. They have bathrooms (flush toilets) and unheated outdoor showers.
I don't believe any of them have dump stations.

In Rodanthe, Camp Hatteras and Cape Hatteras KOA campgrounds are open all year. A mile or so south of these two Ocean Waves Campground is also open.
We stay at the KOA because it is more dog friendly.

- mdcampingExplorerIf your looking for a full service campground with all the bells & whistles, we enjoyed our stay at Camp Hatteras RV Resort & Campground. Plenty to do between charter fishing, Jet ski rentals, Wright Brothers Museum and of course beach time! :C
