If you could handle dry camping with no electricity there is a NPS operated campground a Floyd Bennett Field in Brooklyn. There are 12 RV sites and 32 tent sites with rates at $30/day.
Bus/subway is about 1 hr. 22 mins to Manhattan($13) or Uber maybe $85 and 30 mins away.
The closest option is Liberty Harbor RV Park only 15 minutes to Manhattan.
