On a trip home to NM from CA in late March, early April, there were lots of closed gas stations in remote locations, closed RV parks, businesses, but, it really didn't matter because I knew where the open forest land is, and I could always find gas. It's difficult to close public forest land, and no cops were coming around rousting me out. There was very little traffic at that time because everyone was sorta scared to go, but it was fine. The luxury of not needing hookups.
Unless I hear otherwise, I'm going to assume, and hope it's the same in October.
