Even the southern New Mexico parks can get very cold and windy during the winter months so plan accordingly. We planned to spend the winter season in NM but it was just too cold for us...moved to Arizona.
City of Rocks State Park is very unique. Cochiti Lake Corp of Engineers is a beautiful park and it's an easy drive to do Santa Fe things. Also, Abiquiu Lake COE is in beautiful country just south of Pagosa Springs, CO.
