We have hosted at multiple forestry campgrounds and yes, they usually have hosts. The ones that do not are usually remote, small and primitive. They sometimes have trouble finding someone for those type of facilities. The ones we hosted at were still considered self-pay with money into the post. Part of job was to make sure you had you receipt and it was of current date and not expired. We had 2 campgrounds once - resided at one but was at the other primitive facility a couple of times per day.
