+1 on Four Mile Creek State Park. Spacious wooded park right on Lake Ontario, far enough from the "urban" areas so that you should have no issues but easy to get to the falls, about 20 min. Added benefit is that since you're staying at a NY SP you get free parking at the Niagara SP lot on the US side, easy access to the falls.
We stayed @ Four Mile Creek State Park 2 years ago and liked it very much. As a matter of fact it is in our top 10 places to stay and we have camped in around 17 states. There was a terrible heat wave going on in the Midwest at the time of our visit (July 2013)and found the weather to be awesome here. Also there is a fort near by definitely worth visiting that sits on the headwaters of the Niagara. Highly recommend this camping site. BTW we could see Toronto across the lake from our camp site which was really neat.
