My question would be, why would you buy full hookup if you can't use A/C or heat? That's why you have it ... otherwise, batteries run lights etc and you don't need power, or at least very little power.
We stay with no hookup often, but if we pay for it, we're certainly doing it for a reason, and A/C and heat is generally why we do it at all. When it's hot and humid, you want to cool down, when it's cold, you want heat. Makes no sense otherwise.
