As a golf cart owner, I'm not saying that they can't become a problem when left unchecked, but it sounds to me like the park in question is especially friendly toward them.
Plain to see you have never been to OL. Picture over 2000 carts running wild. Picture as well security guards that never get out of their air conditioned cars. They are a problem. The only reason most go there is because they can take their own cart.
PIrateLand has carts too. But keep tight control of them
