I've seen the same thing with WI state parks. They have been slowly upgrading facilities over the years, sometimes with state money, sometimes with money from "Friends of the Park" type groups.
I really think that both staff and campers respect the new improvements more and so they will work harder to care for them. Its kind of like when you have decided you need to get a new vehicle but can't for a while because of personal budget constraints. You tend not clean it as much or as thoroughly even though you know you need to.
It's got to be a drag to try and clean old tile that will just never look like new again!
What does this have to do with seniors? Where we camp its people of all ages and generations.

We have observed the same things. Unfortunely, the younger folks controlling the money to do the upgrades see no reason to spend it to benefit anyone except themselves and what they want to do. Seniors don't even exist. If it was for their benefit, it would be done tomorrow!
