I've never been to this park, but I grew up within an hour's drive. When spring rains start hitting - there ain't nothing that can be don to avoid the type of problem you describe. No more maintenance is going to solve low ground water problems. No one can mow in that type weather.
Yes, they could have spend a couple hundred thousand dollars on gravel and landscaping - and charged you more than double what you paid.
But Monroe is just really a slightly built-up swamp. Dry ground becomes hard to find at times.
