When you say you want to be on the water and want full hookups,it limits your choices.
Yup - that's why I'm asking for feedback. Unfortunately in NJ none of the state parks even have electric. I've stayed at the State CG in Indian River, DE, which is right on the inlet between the ocean and bay. This CG has full hookups. Unfortunately the sites are very small, there is no shade and you aren't right on the water. But you are only a 5-minute walk to the swimming beach on the ocean side. I stayed there in a PU once, and it was so windy that some of the gusts lifted the beds up slightly. I left early to go home, since I couldn't even sleep due to the noise from the buffeting of the canvas. Obviously you wouldn't have that issue with a TT, except maybe the awning.
