Best solution for campers.. Stay at Sam's Town KOA. Free handicap shuttle to both the strip and old downtown. As previously said, once on the strip or downtown, Grab an all day bus pass (there are all handicap equipped, too) and use that. Need to get somewhere fast? Install Uber on your phone and use it ( I've been told there are 50K Uber drivers in Vegas) to get an Uber car in about 2 minutes max.
We used a modified version of this approach on our recent trip to Vegas (we just got back 2 days ago). We stayed at the Las Vegas RV Resort, about a block away from Sam's Town. We used the free Sam's Town bus shuttles to the strip and downtown, which do not require that you be staying at Sam's Town. The drivers were very helpful and courteous. You should plan on tipping them for their service.
I believe the Las Vegas RV Resort is a little more expensive than the Sam's Town KOA, but has better security. After the first night of walking back to our site from Sam's Town, we decided it would be better to drive over and park our vehicle at Sam's Town to catch the shuttles.
The shuttle to the strip drops you off at Harrah's Casino, which is pretty much in the middle of things. I would not recommend trying to walk the entire Las Vegas Strip in one day. Since we had several days to cover everything and did not stay out after the last shuttle back to Sam's Town, we never had to use Uber or Lyft.
