I laid pipe for 25 years, & never heard of a system like that. Around industrial construction,oil & gas areas there are nearly always camps that cater to the workers. Many do not advertise, to find them I used the state licensing dept. like SD dept. of health, or a call to the local chamber of commerce. They will always help you.
