Quandry at Yellowstone campground - extra person

I understand your dilemma but feel that this is one family. I tend to think the six rule is for multiple families on one site (two families with four kids each sharing one site). I don't know what someone would do if they had five kids under 17. Where are you supposed to put them ... alone. I think not. I would just register as a family of six and let it go.
