Quandry at Yellowstone campground - extra person

We took 3 younger grandkids with us once and I guess they charged extra for over two people, which I think is ridiculous if they're in the same immediate family, i.e. kids or grandkids. Anyway, the campground never even noticed because we were gone most of the day sightseeing anyway. It wasn't Yellowstone.
