I m sure the extra person will be fine but I wonder what would happen if it was enforced? Maybe that family next to them couldn't bring that extra person because they were following the rules and now they complain. Everyone seems to want to put their own definition or enforcement guide to "rules" . Either "they won't notice", "you are not a group of bikers", or "I do it all the time", or "it only applies to vehicles".
So let's say they enforce this rule. Will the OP or would you create a scene at the ranger station because you don't like the rule? Now I'm pretty sure this will be a non-incident but it seems pretty typical of people to think of ways around the rules or it doesn't apply to them, or giving their uninformed opinion why this rule is in place. I don't really care if people bend the rules a little, just be prepared to deal with it.
