This is not a photo voltaic operation but rather a solar turbine operation. Air heated by concentrated "greenhouse" solar operation (mirrors etc) is routed through turbines in the bottom of the tower. Proven technology in other parts of the world but still in its infancy. No real downside but expensive up front. Considerably more environmentally sound than oil coal etc. less impact than Dams.
