I suspect the same reason all the Dam and reservoir projects need government funding. Land agreements, long term stability etc, loan guarantees. I'm OK with infrastructure projects like this taking public funding and involvement. What I wonder about is the car companies, bank and financial brokerage projects needing constant bail outs. Public money supporting companies that support corrupt auto worker unions etc. Lotsa tough questions, no easy answers.
