New technology often does. Private companies are often not willing to take the risk on development of unproven new technologies. Examples: Nuclear power, jet engines, the Internet, development of microchips (and many other electronic components), and MANY MANY more required initially some government support in order to get the technologies to the point where private industry would be willing to invest in them.
Government investment in new, risky, technologies is required in order to remain a competitive nation, technologically. (BTW - part of these things being risky: not all of them will work out in the end.)
If we don't, other countries will.
