There's a lot of discussion in this thread about what is supposed to be constructed by EnviroMission in/around the CA-AZ border area and, as far as I can tell, much of the discussion is not centered around the type of plant that's actually going to be built.
This is from EnviroMisson's own website regarding what appears to be this particular project:

"The sun’s radiation is used to heat a large body of air under an expansive collector zone, which is then forced by the laws of physics (hot air rises) to move as a hot wind through large turbines to generate electricity."
Here's another link more fully describing EnviroMission's technology, as demonstrated by one of their primary pilot projects:

Let's get this cleared up before we continue talking about the pro's and con's of what EnviroMission will be doing. :S
