What you're describing sounds more line "first come, first served" or "non-reservable" sites. Maybe they call them something different elsewhere.
At the Vermont state parks, at least, "walk-in" or "walk-up" sites are ones that don't have vehicle access to the sites, and so are unusable with any sort of RV. I'm glad that, from the sounds of things, you aren't trying to camp in one of them.
