Update. I called the park and it looks like someone can show up in person and secure a "first-come-first-served" site and, by rule, they have to setup and occupy the site for one night and then they can leave their unit at the site while they return to their normal life until they are ready to camp again. This is that kind of loop hole I was concerned with which could present an availability issue when I get there.
