We've been there at least 6-8 times in the last 15 years. My first choice is always the upper ranch camp, followed by the Island, lower ranch, then the line camp. Line camp is nice, but some sites are on the edge on a steep hillside, with the highway below. The stretch of highway from Custer to Hill City is oddly grooved, and really creates a high pitch zinging with traffic. Between this and the occasional moron blowing past at 2-3AM with no pipes on the Harley, it's far from tranquil. As for the two remaining areas, base camp is a less than attractive parking lot style camping area, In the middle of a field, and the main camp is, IIRC, limited to small stuff, pop-ups and tents.
