I think there is some confusion about sleeping in a rest area. Do you really think an exhausted driver would be forced to leave and put back on the road, with the possibility of causing an accident? Imagine the liability! Truckers sleep there every night.
Camping is another matter, slides and awnings out, sitting in lawn chairs etc is not a good idea, although there are several choice areas around the country I would love to 'camp' for a few days.
