Jim, have you actually measured the gallons per minute it is using? Set it on the minimum acceptable flow and then let it run into a bucket for a minute.
I have one at home, and I can take a Navy shower that uses a total of three quarts of water! And yes, I did install a complete cutoff valve so that it does not dribble when in the "off" position.
Ironically, we did not install one in our trailer because the shower head was so big that it took up too much room! The shower in our trailer is much smaller than an old-time phone booth. The shower head I installed in the trailer is a tiny wedge shaped spray nozzle. It gets the job done but is not as good as an Oxygenics.
