You can make it down Bay Street from 17. Semi trucks hauling to the plants out that way all the time. I was just out there yesterday and there were plenty of them going through.
There is construction at the end of Bay Street where it turned onto President Street, the detour which is a right and a left is clearly marked. Just stay in the right lane on Bay Street and you will be fine.
Be in the right lane coming across the river on 17 and take the exit as marked
